Balancing Birmingham's Budget

BIRMINGHAM, Ala---High school graduates will not get scholarships in 2009, The Vulcan Foundation will not receive city funds and downtown will buzz along without trolley's. Council members agree they cannot completely back the mayor's budget. It will cut twelve million dollars for many major projects. Mayor Larry Langford said his job is done and he will not sign the revised budget. If the mayor refuses to sign the budget it would become law within ten days of being passed by council. The council has to agree to a balance a $428.9 budget by July 1st.
