18 schools would close, and eleven new ones would be built under a proposed plan from Birmingham's School Chief.
Dr. Stan Mims unveiled the consolidation plan at a school board work session yesterday.
The school board is under pressure from the state to close schools and put 19-million dollars into a reserve fund.
Some fear combining schools will create more discipline problems. Mims says it will make for a richer education experience.
The plan could be voted on by February.
